Research and production of science and technology are among the most important elements of economic, social, cultural, industrial and political development of countries. Experiences from leading countries and emerging economies show that success in these fields will be realized if the importance of research and technology in the targeted and macroeconomic planning of the country be considered. So far, there has not been a country in the world to reach economic and industrial development without comprehensive scientific development.
Therefore, research and technology as a vital issue and the driving force of sustainable development and achievement of welfare and real independence of the society should be prioritized. In order to present realistic and effective programs in the fields of science, technology and innovation, it is necessary to have a proper understanding of the state of the country’s performance. Therefore, it is seen that many countries and international organizations are seeking to provide an appropriate framework for assessing their progress in the field of knowledge economy. These include reports published by the Organization for Economic Co-operation Development (OECD), the Asia-Pacific Cooperation Organization, the World Bank, as well as studies conducted by Brazil, South Korea, Singapore, Australia, and so on.
In Iran, over the past years, governments have set up and implemented several policies and programs in order to achieve the goals set forth in the upstream documents in the field of science and technology. In order to measure the alignment of policies with the goals of upstream documents and provide a real and clear picture of the state of science, technology and innovation, it is necessary that the state of science, technology and innovation of the country be monitored and evaluated using national and international indicators.
To this end, in accordance with Article 3 of the Executive Regulation of the System for Monitoring and Evaluation of Science, Technology and Innovation of the Country (approved by the Twentieth Meeting of the Supreme Council of Science, Research and Technology), the Ministry of Science, Research and Technology became responsible for preparing a monitoring and evaluation report for the education, research and technology sectors of the Country which this mission was then delegated to NRISP by the Minister of Science, Research and Technology.
This project will identify and analyze the trends of the past four years, the most important challenges and challenges of research and technology according to the evaluated indicators with the aim of analyzing the state of science, technology and innovation of Iran in the fields of research and technology, higher education and public administration, also a survey will be conducted on the state of science and technology and innovation in the Country. For this purpose, in the first step, the indicators and evaluation criteria will be agreed upon between the employer and the final implementer. Also, the temporal and spatial realm of the survey will be agreed at this stage. Then, based on the indicators and the designated area, the survey will be done. After collecting the data, analysis of the required data will be done on these data and finally the results will be interpreted.
