2. Capability building in the field of human resources regarding the variety of NRISP missions
Strategy:
Improving NRISP human capital with an emphasis on the restructuring of human resources and increasing the contribution of researchers
Development of NRISP human resource capabilities in the specialized , managerial and research areas
Improve and optimize the motivational systems of human resource in NRISP for attracting more participation of human capital fit with the tasks of research, consultancy and executive
3. Raising the level of financial resources (revenue) and the physical facilities regarding the validity and the special status of NRISP
4. To use the existing capacities and expertise in the NRISP knowledge network in carrying out the duties at national and international level

Forming the policy network in the field of STI including; elites, professional organizations and institutes, NGOs and scientific associations at national and international levels
5. Development of infrastructures and organizational capital to play an effective role in the field of STI
