Deputies

The missions of Deputy of Human Capital Development and Logistics are; policy making, Planning, directing and monitoring the related operations concerned with the professional and administrative affairs of research derived from inherent roles of NRISP and the policies adopted in the Research Council in the framework of their executive components, as well as communication with the beneficiaries of NRISP.

• To be aware of the missions, assigned duties, laws and regulations and approvals related to the Institute
•  Implementation of all specialized assigned activities and creating effective communication with other parts of the Institute, related executive and monitoring bodies for better implementation of activities
• Efforts for improving the organizational architecture of science and technology system of NRISP for strengthening and monitoring authentic, update and qualified and consistent information in order to build trust, accountability and increase the added value of science and technology in the country
• Efforts to introduce NRISP and promoting its social and professional status in the specific community (fields of science, innovation and technology) and general public in the country
• Take the necessary measures in order to continuously develop and improve the quality of specialized activities
• Continuous analysis and evaluation of the results of effective implementation of activities in order to ensure the accuracy and quality of their implementation of activities and preparation of analytical reports and timely reflection of them to superiors for appropriate decision making
• Active participation in evaluations and responding to clients and providing applied-specialized reports
• Identify, establish and implement applied and appropriate methods, IT-based new tools to do the assigned duties
• Preparation of periodic and annual performance reports
• Documenting, archiving and storage of data and documents of the organizational unit
• Participation in the development of cooperation with scientific and research centers, participation in training courses, seminars and related internal and external exhibition

• Cooperation and participation in policy making and the formulation of NRISP strategies of research, technology and innovation systems in line with its intrinsic roles and strategic elements  
• Policy making, planning and supervision over management and architecture, development, improvement and alignment of systems of research, technology, innovation and training in NRISP and continuous evaluation of these systems and documenting the relevant information
• Policy making, formulating and implementing the programs related to the conservation and protection of financial and intellectual rights of NRISP
• Monitoring, needs assessment, data mining and futures studies to develop priorities for the development of related scientific research at NRISP based on upstream documents and scientific-research macro policies of the country and preparation and presentation of scientific and technical reports
• Participation and cooperation in the formulation and implementation of policies, objectives and multi-sectoral programs between research groups- the Research Deputy of the Ministry of Science, Research and Technology- the performers of science, innovation and technology programs in the Institute and determining the research baskets inside the Institute and shared with the external stakeholders and determine their validity in terms of synergy and expand scope of research and education activities, and promote structural position of the Institute in the fields of Science, Technology and Innovation
• Cooperation and participation in policy making, planning, preparation of the grounds and provision of necessary mechanisms regarding completion, facilitation and making effective the chain of knowledge, technology and innovation management and commercialization of the research done by NRISP
• Policy making, planning and provision of necessary mechanisms to define, create, upgrade and update the systems of infrastructure (model, architectures, method, indicator, quality, process, monitoring, evaluating, etc.) of NRISP’s research, technology and innovation system based on its networking with a focus on IT
• Designing, defining and implementing scientific –research projects - basic, applied and developmental - in the specialized field of science policy based on priority of upstream documents in the country
• Policy making and planning for providing the required background and fostering a culture of knowledge sharing in the specialized areas of science policy in NRISP and the network of related researchers
• Communication and interaction with upstream authorities, national and international research centers and institutions, bodies, executive agencies and stakeholders inside and outside the Institute with a focus on science, technology and innovation in order to declare the goals and achievements of the Institute, designing and defining the backgrounds of scientific cooperation and promoting the activities, meet information-theoretical needs and awareness of new perspectives and points of view
• Policy making, planning and communicating with specialists to attract them across the country, formation of specialized teams to create a network of scientific –research advisors in the field of science and research policies related to the system of research, technology, innovation and commercialization in NRISP
• To study the suggestions related to the definition and implementation of scientific projects received from internal and external experts, appropriate background for preparation and implementation of the project, performance monitoring and if necessary, guidance of project performers, providing information on the progress of project, results and achievements at Research Council of NRISP
• Study, identify, analyze and evaluate the policies, efficiency of the performance in the field of science, technology and innovation in NRISP at certain periods of time and preparation of specialized reports about relevant information at NRISP
•  Reviewing and monitoring the processes of research and education in NRISP according to the determined criteria, schedules and the schedule approved by the relevant systems
• Perform studies and scientific, applied and comparative investigations to use the experiences and achievements of other countries and using new methods and applied models at the different stages of implementing specialized science policy projects and doing feasibility studies and localization of them appropriate to the needs of the country
• Designing, setting and updating models, scientific indicators and specialized methods used in research productivity
• Needs assessments, determining and defining the data sets, theoretical information required in decision-making and decision-making in the field of research and training and specialized-strategic Councils of NRISP and management of their procurement
• Monitoring, assessment and data mining of scientific information for identifying the required issues in science and research policy related to the mission of NRISP at macro level, in accordance with national priorities of the country, and presenting them at general management policy and planning at national levels
• Preparation, drafting, editing and updating the rules, regulations and operating procedures required by research and education systems of NRISP and information providing in order to communicate to the members of the system
• Specialized-scientific study, identification and evaluation of the performers and researchers participating in the fields of research and training in NRISP in order to guarantee their public identity and expertise
• Providing scientific and technical consulting services derived from research results and achievements of NRISP to real and legal persons in compliance with the laws and regulations of the Institute
• Providing education and promotion services related to the field of science and research policy of NRISP
• Signing MOU’s of scientific and research collaboration with the specialized performers
• Evaluation and scientific –specialized monitoring of documentation and publications in the research system
• Documentation of the information related to the certifications of different kinds of science and research achievements (projects, education , promotion, scientific communication, books, magazines, specialized software, etc.) and establishing comprehensive databases related to science, technology and innovation of NRISP
• Publishing, disseminating the information of specialized knowledge, results and achievements in the field of science policy, information and specialized data of NRISP in the form of physical and virtual tools, books, magazines, software, technical reports ….. at macro management level of the country and national and international scientific and research areas, based on the approved criteria of publishing in the Country
• Organizing meetings, training –specialized workshops, seminars and scientific-research conferences to introduce, inform and present the results and achievements of scientific and research policy of NRISP at macro management level of the country and national and international scientific and research areas
• Supervision over NRISP library
• Cooperation and participation in human resource management of NRISP, especially management of talented researchers in the field of science policy in NRISP
• Collaboration and cooperation in budgeting NRISP research and education system
