The position of women in development is important because the active participation of women in various fields of economic, political and cultural, is an important indicator of human development and sustainable development of the United Nations. If you ignore that women constitute half of the human community resources, slows the development of society. In order for society to reach their full human development is necessary to give importance to the situation of women in all national development programs. This research will answer this question: What are the differences and similarities with the situation of women from a theoretical point of view and the executive? And in the five development programs, what has been most successful in the position of women in the country's development process? The main hypothesis in response to the question is: "It seems that with respect to the situation of women in programs of five years of development, put women on a scale of zero to five. At least the first program is ongoing and fourth and fifth programs are the best. As regards the position of women in national development plans in the third, fourth and fifth years, the trend has been the improvement and progress. "In the investigation of this paper describes the method of comparative analysis of women in the Constitution, and the five programs.
