Secretariat of E-Government of the Ministry of Science, Research and Technology (MSRT)

A Memorandum of Understanding was signed between Financial -Administrative Vice-Chancellor of Ministry of Science, Research and Technology (MSRT) and MSRT Vice-Chancellor for Resource Management and National Research Institute for Science Policy (NRISP) in 2017 to develop scientific – research cooperation for the development and implementation of the requirements of upstream documents in the fields of e-government and cyberspace and making MSRT smart, as follows:

A: General policies of the administrative system issued by the Supreme Leader:

  • Develop electronic administrative system and provide its requirements in order to present optimal public services (paragraph 15)
  • Optimal, modern and qualitative service providing in order to improve satisfaction and trust of the people (paragraph 17)

B. General policies of resistance economy issued by the Supreme Leader:

  • To achieve top place in the region in the development of e-government in the context of national IT network

C: The roadmap of Iran's e-government development (Vice Presidency for Management and Human Capital Development):

  • The roadmap of Iran's e-government development approved in the sixth session of the Supreme Executive Council of Information Technology (No. 154/200 dated 2014)

D: The application of e-government-cyberspace program in the MSRT (approved in 2016 by the Supreme Executive Council of Information Technology)

According to the agreement that has been signed for two years “funding and delivering credit to NRISP"," providing hardware, network and security infrastructures " and " prioritizing the projects "are parts of the commitments of MSRT and the following missions have been entrusted to NRISP:
  • Cooperation in improving e-government macro plan documents in the Ministry of Science;
  • Management and monitoring the projects in cooperation with the Ministry of Science;
  • Organize and develop skilled manpower in the IT sector for performing the projects;
  • Coordinate with concerned organizations and universities in collaboration with the Ministry of Science;
  • Establish, deploy and support the required systems for project;
  • Preparation and delivery of complete documentation of design and implementation of prepared systems to the Ministry;
  • Establish the training sessions and workshops in coordination with the Ministry and users to offer systems to the beneficiaries;
  • Select and develop standards for e-government development and deployment for making the Ministry of Science smart;
  • Creating required ports and protocols in order to collect the information needed for comprehensive database of subordinate units;
  • Defining appropriate protocol to obtain the information needed with comprehensive code information of subsystems of organizations outside the Ministry.
