The defense meeting of Hussein Heirani, a PhD candidate in Science and Technology Policy entitled "An Analysis of the Transition of the Technology Innovation System in Iran's Energy Sector, case study of gas underground storage technologies and simultaneous generation of electricity and heat” was held at NRISP on Wednesday, March, 14, 2018.
At first, he described the model used to realize the goals of his dissertation and said: the basic model of research is based on the technological innovation system, because the framework is used in literature as a model for explaining and policy-making in the technology transition, this model is also chosen because of the consistent use of this framework in energy technology. He went on to explain the theory and technology transition models and stated: the transition of the technological innovation system follows transferring this system from the pre-development stage to the stages of development, acceleration, and stabilization and at each stage of the technology release, the system's maturity stages begin.
He added: based on this logic, the technology doesn’t have a transition process, but the innovation system around the technology has transition process that should be analyzed instead of technological transition.
Heirani, referring to the main topic of his dissertation, which analyzes the process of evolution of the components of this innovation system during the transition period, said: in this dissertation, the framework of the underlying factors for analyzing the environmental factors in the transition of the technological innovation system has been added to the functional-structural model in the literature of the technological innovation analysis system. Another major innovation in this study is the use of the CLA for deepening the analysis of the technological innovation system.
According to the results of the research, the most important issues for slowing the innovation system in the two technologies were explained and prioritized in different layers. On this basis, it became clear that the policy maker to accelerate the transition process of the innovation system should, in addition to adopting the mostly short-term structural and environmental policies, adopt long-term policies for reforming discourses, culture and technology perspectives. Finally, in addition to policy proposals to accelerate the transition of the innovation system of the two technologies studied, policies were introduced to accelerate the process of technology development in the energy sector of the country.
The results of this thesis were also presented to the Special Commission on Energy of the Supreme Council for Science, Research and Technology (ATF) which was the employer of the above-mentioned research.
It is worth noting that in this defense meeting, Dr. Naser Bagherimoghadam and Dr. Seyyed Hassan Ghodsipour as supervisors, Dr. Ali Vatani as advisor, Dr. Mohammadamin Ghaneirad and Dr. Arash Mousavi as internal referees, Dr. Mehdi Majidpour as foreign referee and a group of Ph.D. students from different universities were present.
