Dr. Mansoor Gholami, Minister of Science and Research and Technology, visited National Research Institute for Science Policy (NRISP) on Sunday, May13, 2018.

During the visit Dr. Vahid Ahmadi, Advisor to the Minister of Science and NRISP President, and also NRISP Deputies accompanied the Minister. At first, Dr. Gholami visited various NRISP Departments and talked to some of the Research Group Managers and then delivered a brief speech at the meeting which was held with the presence of NRISP President, the deputies, the faculty members and the staff of NRISP.

At the beginning of the meeting, Dr. Ahmadi, welcomed the Minister and thanked him for his presence at NRISP and said: "Dr. Gholami is the first Minister who has visited our Institute and this reflects the Ministry's deep attention to science, technology and innovation”.

He then briefly reviewed the history and activities of NRISP and explained:  NRISP activities dates back to 1950and before the Islamic Revolution when this Institute was headed by Dr. Naraghi. At that time, he planned the establishment of a Center to conduct scientific research.  After the revolution that Center divided into three Organization including; Iranian Research Institute for Information Science and Technology (IranDoc), Institute of Research and Planning in Higher Education and National Research Institute for Science Policy(NRISP)

NRISP President added; in 1970 based on the position and model of CNRS France, “National Center for Scientific Research” was founded in order to make decisions on the Country's macro-scientific policy and finally it was renamed as National Research Institute for Science Policy in 2001. In the next year and simultaneous with its other responsibilities, the Secretariat of the Supreme Council for Science, Research and Technology, the Secretariat of Resistance Economy and the Secretariat of E-Government were assigned to NRISP.

Referring to the existence of research centers in the world that specifically work in the field of STI, he said: the point that we must have a think tank in the system set, is mentioned in the mission of the Institute and, in my view,it is one of the most promising actions which has been seen in the system set. In this regard, the missions of NRISP include three important approaches, first as a think tank for Iran’s Ministry of Science, the second and third as the Center for the Coordination and Research think tank in the field of STI in the country and internationally to provide capabilities, gain experiences and create the necessary interactions.

Dr. Ahmadi continued on the role of the Ministry of Science in the field of STI: to devolve industrial and technological projects to universities and the development of an extension of the ministry's STI-based approach are important tasks for the Ministry of Science, Research and Technology.

He described the development of the oil field technology attachment, the system of higher education governance, the research and technology development program in 10 provinces of the country, an operational plan to enhance the understanding of people and managers about the capabilities of universities and research and technology Centers, as well as the program for monitoring science and technology, as High-level programs that have been awarded to the National Research Institute for Science Policy.

At the end, Dr. Ahmadi explained about the number of NRISP Faculty Members and staff and the amount of funding for NRISP, and said: "this year, with many coordination with the parliament, we were able to increase the funding of the Institute budget by 57%.

then, Dr. Gholami, the Minister of Science, pointed out to the duties of NRISP in influencing the higher education and scientific policies of the country and said: I appreciate the efforts of NRISP to reform and strengthen the approaches.

He added that NRISP, apart from the problems that the higher education of the country involved, could give a worthwhile intellectual contribution to the Ministry of Science. Also, the potential of NRISP can be taken into account, given the need for planning and policy making for the development of documents, the implementation of programs and the announcement of achievements.

The Minister of Science stated in charge of overseeing country-level assessments with the help of the Institute: in refining the methods, we must pay attention to the innovations and achievements of other national and international centers as well as new sciences.

According to the plans and approaches of NRISP, which is associated with the planned change and development, he hoped that he could rely heavily on NRISP and said that coordination between the related sets could also be devolved to NRISP.

He considered the NRISP relationship with other Ministries in formulating scientific attachments, important and positive and stated: we hope that this way will allow the attention of the managers and planners of the country more and more to the importance of science, technology and innovation, which MSRT is its home.

Dr. Gholami emphasized: in addition to the Ministry of Science's help in advancing NRISP approaches, I expect the exchanges of the results and comments to continue with the Institute consistently.

Also, the Minister of Science, referring to the heavy duty of higher education in the country to reform the structures, behaviors and approaches today, said: in this regard, we need a comprehensive and calculated program so that we would not involve in them after the existing challenges. I believe that this will not be possible only by relying on the limited resources within the headquarters of the Ministry of Science.

Dr. Gholami said that although all the faculty members and scientific groups in the country are considered as accessible resources to the Ministry of Science, there is a need for a centrality for planning, coordinating and the management of this pool of knowledge. Therefore, the cooperation of NRISP will be effective in this regard.

At the end, he said: "We hope that we can speed up moving, planning and the implementation of these missions with the help of NRISP over the next few days, and make them more accurate."
