The 1st meeting on “Developing Strategic Documents for the Development of Science, Technology and Innovation in the Ten Provinces of the Country” with the aim of providing a conceptual framework and working methodologywas held at NRISP on Thursday August, 24, 2017 with the presence of Dr. Naser Bagheri Moghaddam, Research Deputy of NRISP and the Head of National Network of Policy Research of Science, Technology and Innovation and Dr. Younes Mohammadi, Head of the Department of Science and Innovation of “National Network of Policy Research of Science, Technology and Innovation” and a number of Research Group Managers, representatives of MSRT Research and Technology Deputy Headquarters, representatives of the Supreme Council for Science, Research and Technology (ATF) and Vice-Presidency for Science and Technology.
At the beginning of the meeting, referring to the reason and importance of the meeting, Dr. Bagheri Moghaddam said: Since, according to the order of the Supreme leader the Resistance Economy has become the main agenda of all ministries and executive bodies of the country, each organization is required to carry out mega projects to implement these policies. In general in the Ministry of Science, Research and Technology (MSRT), two main axes of the Resistance Economy in higher education and its sub-projects, and the field of research and technology and its sub-projects have been defined.
He added, in dividing the work, because NRISP is the think tank of MSRT in the area of research took the responsibility of conducting a number of Resistance Economy projects. The goal of today’s meeting is to reach to a point to start the proposed initial proposal with co-working.
In continuation, Dr. Mohammadi presented the first edition of the proposed project entitled “Designing the Conceptual Framework and Methodology for Developing Documents for the Development of Science, Technology and Innovation Compatible with the Provinces of the Country”. And expressed its axes with the four following titles namely; “Drawing a conceptual map of developing regional knowledge and historiography of models”, “Policies”, “Tools”, “Strategies and Frameworks”, and also designing a conceptual framework for regional STI development (Provincial), methodology for developing STI development documents (provincial) and scheduling, implementing organization and future actions.
Dr. Mohammadi explained the methodology of developing this strategic document: the document that will be compiled for each region can include six chapters explaining the necessity and scope of studies, carrying out basic studies, identifying the strategic elements of the region's development, actions and policies, mapping out the roadmap for developing the knowledge base of the region, and monitoring, evaluating and updating.
Then, the attendees of the meeting expressed their opinions and asked questions.
At the end of the meeting, Dr. Bagheri Moghaddam summed up the discussions with the hope that involved People from the provinces will attend these meetings and with the help of their information and resources in order to have a successful Resistance Economy project to prepare the science and technology program of each institution and Province. He said; also in the methodology discussion, it is necessary to use an integrated methodology in the provinces, according to which the same indices are used to compare the provinces for their activities in the Resistance Economy and in the field of science and technology. Of course, the implementation can vary according to each province, and by providing this methodology in the universities and organizations of the provinces, these institutions can play an important role in this field. He added, we will also use the documentations of the Research and Technology Zones and will cooperate with the Provincial Offices of Vice-Presidency for Science and Technology.
At this meeting, it was decided that the attendee to be present as the Steering Committee for determining the methodology at future meetings.
